Do Ukrainian nationals need to obtain an ETIAS authorization to travel to Europe?

Yes—except for Ukrainians who are granted temporary protection in the European Union, who are exempt until 2027. The ETIAS system is expected to be launched in 2027.

Are Ukrainians subject to the ETIAS system?

The situation of Ukrainian nationals is unique and should be divided into two categories.

Ukrainians with temporary protection status (TP status): Ukrainian citizens who have been granted temporary protection in a European Union country—a status activated in March 2022 due to the war—are not subject to the ETIAS system. This status allows them to reside, work, and access social services without an ETIAS authorization. Temporary protection status has been extended through March 2027.
Ukrainians Without Temporary Protection: Ukrainian citizens traveling with a biometric passport who do not qualify for temporary protection will be required to obtain an ETIAS authorization for short stays in the Schengen Area, just like any other national of an eligible country.

What is the ETIAS system?

Ukraine is one of the countries eligible for the ETIAS system. Ukrainian nationals have been exempt from Schengen visa requirements for short stays since 2017. The ETIAS system is not a visa —it is a pre-departure electronic authorization linked to a biometric passport, which must be obtained online before departure. How can a Ukrainian citizen obtain the ETIAS system?

The application process is entirely online:

Visit the official ETIAS website of the European Union. No PDF forms will be accepted—applications must be submitted online only.

Fill out the online form
Fill out the ETIAS form with your personal information and the details from your biometric Ukrainian passport, and answer the security questions.

Pay fees
Pay the ETIAS authorization fee of €20 by credit card. The system is free for those under 18 and over 70.

Receive confirmation
The response is sent by email. Processing times are typically a few minutes, with a maximum of 96 hours.

Travelling with a valid biometric passport
Bring the valid Ukrainian biometric passport used for the application. The authorization is electronically linked to it—there is no need toprint it out.

Do Ukrainians with temporary protection status need to apply for an ETIAS authorization?

No. As long as they are covered by temporary protection in an EU country (status extended through March 2027), they are not required to use the ETIAS system. This status grants them the right to reside and move freely within the European Union without an ETIAS authorization.

What is the situation like for Ukrainians without temporary protection?

Ukrainians traveling for tourism or business purposes who are not covered by temporary protection will be required to obtain an ETIAS authorization, just like any other national of an eligible country. Their passport must be biometric.

Does the Ukrainian passport have to be biometric?

Does a Ukrainian citizen with dual citizenship need to apply for ETIAS?
